Nationwide, a significant number of animals are abandoned at municipal shelters (and most are put to sleep, whatever their previous owners might have hoped) due to "behavioral" problems. Sadder still, most of these problems are easy to solve when people take the time to understand why a pet is doing what he's doing. From there, the solutions are easier than many people realize.
